Frank’s Two Cents

Ah-h-h, February! Our shortest (and sometimes cruelest) month! If you watch the degree days, or believe in groundhog, you know we’re on the right side of winter, and spring is just a few weeks (or months) away. Anyway, we hope by now you have realized that People Plus should be part of your survival plan.

Remember, besides our wide selection of classes, the coffee is always on, there’s a puzzle table in our Cafe, and we have four, FOUR! computers awaiting your needs in our Cyber Cafe. Spring will be here before you know.

I’d love to know what you think!

Call, email or stop by to see me anytime! I would love to hear from you and welcome all comments & suggestions!

Waterville Rotary Club President Don Plourde, presented a $10,000 check to Gerry Queally, CEO and Denver Brown, Nutrition Director at Spectrum Generations. The donation, which was presented at the Rotary Club’s weekly meeting, will support the agency’s Meal On Wheels and We Sustain Maine programs.

Spectrum Generations is one of only two organizations in Maine to prepare and cook its own food for Meals On Wheels. Nearly 300,000 meals are prepared and delivered annually, mostly by volunteers, to homebound seniors and disabled adults living in six Central Maine counties as well as the towns of Brunswick and Harpswell.

In the fall of 2011, Spectrum Generations launched its award winning program, We Sustain Maine, with grant support from the Meals On Wheels Association of America and Walmart Foundation. We Sustain Maine aims to end senior hunger in less than a decade while also providing fresh fruit, vegetables, poultry, beef, and dairy products locally grown in Maine.

Spectrum Generations and its Muskie Center in Waterville were selected as the beneficiary of the Waterville Rotary Club’s 47th Annual Radio Auction. The $10,000 gift will help fund renovations to the Muskie Center’s kitchen to expand and improve Meals On Wheels and We Sustain Maine food preparation for the region.

For more information about Spectrum Generations Meals On Wheels and We Sustain Maine programs, or to make a donation, contact Spectrum Generations by calling 1-800-639-1553 or go online at www.spectrumgenerations.org. Spectrum Generations is a leader in advocating for rights and services of older and disabled adults.

AUGUSTA – On Tuesday, Governor Paul LePage introduced a supplemental budget proposal which concentrates on structural problems within the Medicaid program at the Department of Health and Human Services (DHHS) and takes the State through the end of fiscal year 2013. A thorough analysis of fiscal year 2012 has exposed a shortfall of $120 million and an additional $100 million in 2013.

In a bipartisan effort, the Governor met with Democrats and Republicans Tuesday afternoon to unveil details of the new plan emphasizing the importance of addressing over-budget spending within Medicaid. The Governor’s proposal includes restructuring eligibility, re-designing benefits and adopting payment reform which addresses those structural problems and will put Maine’s Medicaid program on a path to financial accountability.

“It’s critical that Maine has a safety net for our most vulnerable – the elderly, disabled, and children – who need it most. But it is just as important that this safety net ensures quality access,” says Governor LePage. “We must restructure the Medicaid program keeping in mind our most vulnerable and what the State can afford.”

Medicaid in Maine provides government-run healthcare, a program that has grown beyond the State’s financial means. It has created increased costs for medical services; underpayment of health care providers; debts to hospitals from years of unpaid Medicaid bills; and rationing of care for the people on Medicaid. Additionally, access to providers has significantly diminished over the years as providers have closed their doors to Medicaid patients.

In order to recognize the magnitude of the Medicaid problem one must first look at spending within the program. During the past ten years, Medicaid spending has skyrocketed by more than $1 billion; a 45-percent increase. Medicaid today consumes 21-percent of all general fund dollars and 32-percent of all spending in Maine. This new proposal moves Maine toward a more affordable Medicaid program moving the State closer to the national average and is consistent with what other states provide.

“We must prioritize the services we provide to preserve funding for Maine’s most needy and bring Medicaid back to its original purpose as a quality safety net for our most vulnerable,” says DHHS Commissioner Mayhew.

Maine’s Medicaid program is one of the most generous in the country. From June of 1998 to June of 2002, enrollment in Medicaid grew from 154,000 individuals to more than 200,000 individuals. Today, we have 361,000 Mainers using the program. As Medicaid has expanded spending have significantly risen; Maine’s per capita spending is nearly $1,900 per person while the national average is approximately $1,100 per person; and total state and federal spending on Medicaid has increased by over $1 billion in 10 years.

Additionally, paying for the program has become increasingly difficult due to federal cuts. In fiscal year 2012, federal Medicaid reimbursement to Maine has been reduced by more than $210 million. During the last 3 years, the money used to fill in the gaping budget hole was from one-time federal stimulus funds. This gimmick allowed the Department to sustain its expenditures, and make it appear the budget was balanced. The Governor and Commissioner Mary Mayhew stand firm that the State can no longer use gimmicks to balance Maine’s budget.

Commissioner Mayhew concludes, “Difficult decisions must be made in order to make the necessary and permanent structural changes to this program. It is a monumental task that can only be accomplished with an acceptance of the current economic climate and a willingness to prioritize services. Now is the time to set partisanship aside and work together toward a sensible solution for all Mainers.”

With new medical research showing that more than a third of Americans over the age of 71 having mild cognitive impairment (MCI) or Alzheimer’s disease that make them particularly susceptible to investment swindles and other financial abuse, Maine Securities Administrator Judith M. Shaw announced today that Maine is joining a national Elder Investment Fraud and Financial Exploitation (EIFFE) prevention program.

This unprecedented effort will educate an estimated 200 Maine medical professionals about how to spot an older patient who may be particularly vulnerable to investment fraud and financial exploitation and then to refer these at-risk patients to state securities regulators and adult services professionals for assistance.

“With the senior population in Maine expected to double in the next 15 years, it is critical that we combine strong enforcement actions to punish investment criminals with effective education and prevention,” Administrator Shaw said. “Regulators know that when it comes to protecting older investors, it is essential to take action before the money is gone.”

Under the new EIFEE program, Maine will work with nationally-recognized experts in geriatric education and fraud prevention to train physicians and other health care professionals in utilizing a simple screening tool to identify patients at increased risk of becoming victims of investment fraud. Based on a successful pilot program in Texas, the national EIFFE prevention program represents a collaboration between the Investor Protection Trust (IPT), the Investor Protection Institute, the North American Securities Administrators Association, and the National Adult Protective Services Association in cooperation with leading U.S. medical associations. Maine is one of more than 20 states participating in the program.

The University of New England Geriatric Education Center (UNE-MGEC) at the University of New England (UNE) will play a central role in identifying appropriate venues to facilitate the delivery of the program to health care professionals through Maine. The EIFEE program is funded in Maine and other states by grants and involves no state revenue. The grants, administered by the Investor Protection Trust, are from a 2003 multi-state settlement of enforcement actions brought against several large investment firms.

Judith A. Metcalf, Director of UNE’s MGEC said, “We are delighted to be partnering with the Office of Securities to make this clinically-grounded continuing medical education program available to physicians and other health care professionals who work with older adults. Many aspects of normal aging and disease can contribute to older adults’ vulnerability to investment fraud and other financial abuse. This program provides an innovative new approach to reduce victimization.”

Governor Paul R. LePage voiced his support for voluntary educational programs like EIFFE that help protect Maine’s most vulnerable citizens. “When a senior loses his or her life savings as a result of financial fraud, it is a tragedy not only for the victim but also for families and local communities. Greater awareness and education are the keys to reducing elder financial abuse.”

For additional information about this new initiative, health care professionals and others can contact Maine’s Office of Securities by calling 1-877-624-8551 (TTY 1-888-577-6690 ). Consumers wishing to check an investment adviser, salesperson or investment product can also call the Office, visit the agency’s website (www.investors.maine.gov), or write to Maine Office of Securities, 121 SHS, Augusta, ME 04333-0121.

The Muskie Center will have various pet related activities happening throughout the month such as a cutest pet contest, most photogenic pet contest, pet body scans, learn how to make dog treats, a best dog treat competition (judged by none other than some very willing dogs), a pet remembrance or recognition tree, pet CPR, pet portraits, pet raffles and nail clipping clinics. AAA will present traveling with your pets for all seasons and a LCSW will bring her therapy dog in and discuss how having a dog helps her clients. Most of these programs are at a low or no cost. Preregistration is required at least two days prior to each event by calling the Muskie Center at 873-4745.

Senior Pet Month also gives us the opportunity to kick off our award winning AniMeals program at the Muskie Center. Starting November 1st, Meals on Wheels recipients who have a dog or cat will receive pet food thanks to the generous support of organizations such as Banfield Charitable Trust, Shaw’s Supermarkets and Pine Tree Veterinarian. More donations are needed to sustain the program as well as volunteers to help distribute the food. Interested parties should contact the Muskie Center at 873-4745. www.spectrumgenerations.org.

(Central Maine Region – October 26, 2011) November is Alzheimer’s disease awareness month and a chance for all of us to recognize that Alzheimer’s affects not only the individual, but the families and caregivers involved.

For every person with Alzheimer’s there is often at least one other person who directly cares for them, and a host of healthcare & social workers, advocates, volunteers and support workers in the background.

In the U.S., an estimated 5.4 million people have Alzheimer’s disease. Someone develops the disease every 69 seconds and by 2050, as many as 16 million people could develop Alzheimer’s disease. As many as 14.9 million families are providing care to a family member or friend with Alzheimer’s disease.

It is not known what causes Alzheimer’s disease, and at present there is no cure, but there are many options out there that can help caregivers and families with the day-to-day challenges of dealing with Alzheimer’s disease.

An adult day care program is a great option to explore. Spectrum Generations Adult DayBreak program is an affordable licensed alternative to more expensive assisted living levels of care. It is a place where the person with Alzheimer’s can be with others in a safe environment and provides a much-needed respite for the caregiver, affording a break from the physical demands and stress of providing round-the-clock care.

For a loved one suffering with Alzheimer’s, an Adult DayBreak program can offer many benefits. The program offers improvement in mental and physical health, enhanced or maintained level of independence, and socialization and support with peers. Staff led planned activities, such as music, exercise, and art programs, are done daily. Nutritious meals are provided for breakfast, lunch, and snack. It offers a win/win situation for everyone in the family—not only the consumer who attends the program, but also for the family member who has primary responsibility as a caregiver.

Please come by and visit one of Spectrum Generations wonderful Adult DayBreak Centers in Belfast, Waterville, Skowhegan, or Hallowell. Our friendly staff will be more than happy to give you a tour of our facilities.
