“We will sell oil and oil products to those countries that want to work with us on market terms,” Novak said. He said the limit imposed by the US and much of Europe “contradicts all World Trade Organization rules”.
Russia has been adding tankers to its shipping fleet in hopes of selling more oil to China, India and other countries as Europe has cut back heavily on pipeline purchases. But Western insurers are prohibited from insuring cargoes not traded below the limit, adding to Russia’s export woes.
Mikhail Ulyanov, Russia’s representative to international organizations in Vienna, Austria, tweeted that Europe will be forced to live without Russian oil.
“Soon the #EU will blame #Russia for using oil as a weapon,” Ulyanov said.

Secretary of State Antony Blinken called Russia’s pre-winter attack on Ukraine’s energy infrastructure “barbaric” and said the US is trying to provide the parts needed to repair it.
In a CNN interview Sunday, Blinken also said the Biden administration is working with Congress on legislation that would designate Russia as a state sponsor of terrorism while avoiding some of the unintended consequences such a designation could have.
